Short answer: Yes, you can use a supplier that ships directly to Walmart customers, as long as you remain the seller of record and follow Walmart's Shipping & Fulfillment Policy. What Walmart prohibits is buying from another retailer and having that retailer ship to your customer, and shipping packages that show another company's name or branding.
The policy quotes below come from Walmart Marketplace Learn, Walmart's official seller guidance, as of October 2026. Walmart updates these pages regularly, so recheck them before you change how you fulfil orders.
What "dropshipping" means on Walmart
Walmart does not publish a policy page called "dropshipping." The rules sit across several official documents:
- the Shipping & Fulfillment Policy, which covers who may ship, packaging and tracking;
- the Tax collection and remittance policy addendum to the Retailer Agreement, which sets out who the seller of record is;
- the Seller Performance Standards, which set the metrics every seller-fulfilled account must meet;
- the Marketplace Seller Code of Conduct, which covers honesty with customers and consequences.
Read together, they describe a model in which a supplier may physically ship for you, but every part of the customer experience must be yours.
You are the seller of record
Walmart's tax addendum says that for marketplace facilitator tax laws, Walmart.com is the marketplace facilitator and the "taxpayer and seller of record." For everything else, it states: "Retailer is a Marketplace Seller and the seller of record for all other purposes."
In plain terms, the customer is buying from you. That means you own:
- the listing and the accuracy of every detail on it;
- the shipping promise and whether it is met;
- customer messages, returns and refunds;
- any problem caused by your supplier.
A supplier agreement can share the work, but it cannot move this responsibility away from your account.
What Walmart prohibits
Retailer-to-customer shipping
The Shipping & Fulfillment Policy (last updated July 2, 2026) is direct: "You may not purchase products from another retailer and have that retailer ship the order directly to the customer (also known as retail arbitrage)."
So if a customer orders from your Walmart store, you cannot place the same order on another retail website and type in the customer's address. This is the most common way new sellers break the rules, often without realising it.
Other companies' names or branding in the box
The same policy says: "You may not ship a package that includes the name or other identifier of any entity other than the manufacturer or seller on the packing slip, materials, invoice or external packaging."
It also says you may not ship orders in competitor boxes or packaging, and may not include "any seller or third-party promotional or marketing materials."
Branded multi-channel fulfilment
Walmart allows multi-channel fulfilment (using another company's fulfilment network) only "as long as you ship in neutral packaging using unbranded delivery vehicles."
What is allowed
Putting the rules together, a compliant Walmart dropshipping setup usually looks like this:
- You list products from a supplier, distributor or manufacturer that agrees to ship on your behalf.
- The supplier ships in plain or manufacturer packaging, with a packing slip that names only you or the manufacturer.
- The supplier gives you valid tracking, which you upload only after the package is with the carrier.
- You handle customer service, returns and refunds under your own seller name.
- You keep records: supplier agreements, invoices and proof of shipment.
Retail arbitrage vs arbitrage you are allowed to run
Walmart uses "retail arbitrage" to describe one specific banned practice: another retailer shipping straight to your customer. That is different from the broader idea of arbitrage, where you buy discounted products, receive them into your own inventory or warehouse, and then sell and ship them yourself.
When stock is in your hands, you control the packaging, the packing slip and the tracking, so the shipping restrictions above can be met. Other Walmart policies still apply, including accurate item descriptions, condition and any brand or category restrictions. The Code of Conduct, for example, lists "sending a customer an item that is materially different from the listed item" as a violation.

The performance standards you must meet
Dropshipping puts your metrics in someone else's hands, so it is worth knowing exactly what Walmart measures. According to Walmart's Seller Performance Standards (last updated July 28, 2026):

Walmart states that if an account fails these standards and does not improve, "failure to do so may result in suppression, suspension or termination of your account."
Notice the 99% valid tracking standard. A supplier that sends tracking late, sends the wrong carrier or ships without tracking can put an account at risk quickly. The Shipping & Fulfillment Policy also says tracking numbers must be "accurate and valid" and shared with Walmart only once the package has been handed to the carrier.
Supplier agreements: what to put in writing
A short written agreement with each supplier prevents most policy problems. Cover at least:

Test a few orders to your own address before you list at volume. Check the box, the slip and the tracking exactly as a customer would.
